En este libro se explican los principales temas y reglas básicas que tienen que ver con todos los tributos, sean impuestos, contribuciones o tasas, que pagan las personas naturales, empresas e instituciones en general para financiar la actividad del Estado peruano. Los primeros capítulos abordan temas de economía y de derecho financiero público que tienen que ver con el flujo de ingresos y gastos del Estado. Luego se pasa al estudio de las principales reglas del derecho tributario que aparecen en el Título Preliminar del Código Tributario. Además, existe un capítulo especial donde se estudian los principios tributarios que forman parte de nuestra Constitución.
